Too many extremists are calling for the total abandonment of virtually every agency and progressive program.

Secession happened. That's the total abandonment of virtually every agency and the small number of progressive programs at the time.

They are not positioning themselves in providing an alternative, but total and complete disengagement such as the radical Norquist demand to cut revenues to the point the federal government can be drowned in a bathtub. What they are advocating is a wholly capitalistic society of the survival of the fittest.

It's the conservative platform until about 1930. The parties have switched positions, but the "conservative" party has always been extremely libertarian. That's we started with the Articles of Confederation instead of the Constitution.

An example of this extreme hatred of the federal government is the recent demand of the libertarians that federal lands be transferred to the state control.

You mean exactly the same argument that was made against Teddy Roosevelt's push for National Parks?
