Pretty much all control of the actual election process is done at the state level. Congress could pass a federal law demanding states use paper ballots, but its almost certain to face a court challenge on constitutional grounds and its doubtful it would survive. There is technically no national election, there are 50 individual elections. The President is elected by the Electoral College and each state is allowed to determine itself how those electors are selected.
