Presidents are supposed to issue statement via written press releases, formal written presidential statements and press conferences. This guy is not just discussing golf here.

One of the biggest problems if using "social" media is that it creates an air of informality, so "anything goes". You may have noticed that many republicans - when asked about his tweets - simply pass it off as nothing! So, he essentially gets a free pass to say anything below the dignity of the office, and get away with it. Unfortunately, the world is watching. There's nothing trite or off-the-cuff about many of his statements, they are implied policy statements - which are published in the press world-wide.

I'm afraid he's already been condemned as far as he can possibly be condemned. So, he's just using twitter to feed red meat to his base. He could care less what anyone else thinks.
