(675 posts)53. He was in the cloakroom which McCain had just come out of.
They were in the cloakroom together where Pence was trying to convince him to vote yes. Then Pence got him on the phone with Trump. McCain's name was called while he was in there so by the time McCain came out he did not have to wait for his name in the roll. Upon entrance he proceeded straight to the front until he was visible to McConnell, put out his hand to get the clerk's attention, and upon recognition turned his thumb down and said, "No." Then he looked straight at McConnell's face, turned, and proceeded to his seat.

I am guessing they do that on close votes. Of course McCain could have voted from his seat so it

I watched most of the voting on that bill, as well as the voting on Sen. Murray's amendment
