Per Dr. Maddow:

At about 13 minutes into her A block last night she says that if an American gets on the phone then the security agency listening has to hang up (paraphrased). It would take a warrant to listen to an American and because we have transcripts of Flynn's conversations we know there must have been a warrant to listen to Flynn.
