Yes, it should be incorrect, but probably isn't. So the cops mail them, and poorer people who are more likely to move more often are more likely to have outdated addresses. Then they don't respond to the ticket that they never received (or a ticket gets lost in the mail), and now there is a warrant out for their arrest.
