But assuming they could not be resold/traded for newly made or imported handguns, cet. par would be more safe. Not just based on current criminal usage stats, because plenty of gun crimes simply use whatever cheap Saturday night special is available and would gladly switch to shiny new UBRs given the chance, but rather because concealment and ease of use are essential for some gun crimes and yard of plastic and steel is a bit harder to hide and handle than a snub .38.
