The packages are still under third-party shipping, even though USPS is the one with the infrastructure to drop off the package for them. You would probably need to contact the sender and they would follow through.
See, FexEx and UPS don't have the infrastructure to perform many final segment deliveries, so they contract with the post office, who makes about 1 penny a package in profit to perform this function. The whole goal for the other carriers is to cripple the USPS so they are not a threat to 1st Class and overnight shipping, by closing many of their regional distribution centers, as the other two build distribution centers right next to the USPS ones.
The whole plan is to Privatize profits and Socialize the expenses of the private carriers.

In any event, something like this would not be handled by any of them, unless proof and harm were proven.
