25. I suspect the only way to get marriage licenses issued again in the County

is for the Judge to send this woman to jail and authorize one of
her deputies who will agree to issue licenses--according to the law--
to resume issuing licenses to all couples who present with the
completed application.

That's why the ACLU has asked only for fines. They want to leave room for
the Judge to settle the problem. He can fine her up the wazoo, but if she
just pays the fines and refuses to issue licenses, nothing is gained. If he
sends her to the slammer to cool her heels until she agrees to issue licenses
or resign, well, then the civil system can be used for damaged couples to
sue her ass.

For my money, let her rot in jail. Let her be an example. The media will soon move
on to other issues.
