31. I think it's standard for hospitals (and collections agencies)

to send out bills to surviving relatives, even though the relatives aren't responsible. They hope the relatives will be fooled into believing they are obligated to pay. Sometimes, especially when it's a collections agency, they lie outright and tell the relatives they are responsible.
