One is state distributed, and one is national.

That means for one the state determines the expenditures.

The other is the national government.

According to the Kaiser foundation;

"The Medicaid program is administered by states within broad federal rules and is financed jointly by states and the federal government. Medicaid’s structure – extensive state flexibility in program design and guaranteed federal matching funds – have enabled the program to evolve, and to respond to economic and demographic changes and emergent needs. Its structure also facilitates state innovation."

Don't you just like that idea "State innovations"

For me being in Illinois a very corrupt state billions of dollars in
screwed up pension funding crimes nags our corrupt legislature for at least the forty years I watch. In a radio telecast just lately it was reported many very many states have ignored pension obligations
for years and some for decades.

All my life I have been paying into this stuff and now
at retirement time they have to pony up. I am part of the new
retirement crowd, boomer crowd, The new millennium retiree a very angry part, a very disappointed part. Actually ashamed of the American corporate social news media that is like a plague of misinformation.

I depended upon our news media to be responsible
to help understand the deep problems using their journalism skills
to weed out corruption yet they don't, worse this modern media brought America to where we are today. In misery mixed with hate
expressed daily by fear of a deliberate collapse of a government shut
down.

Always saying its happening, its happening over and over but not anything about why it is so wrong so un American such a breach of oath men the citizen vote for to even think stop the government to stop the service for the many but in certain times bail out with unknown amounts of money even secretly given to the few needs a new definition one that makes me so angry I can not think such men exist to call themselves part of society. I don't think they are...
