Is the reason Vance never charged him.

For these charges to stick... the fraud MUST be connected to the furtherance of another crime and in this case,... they're gunning for campaign finance crimes.

It's the weakest part of the charges according to the expert from Syracuse Law I posted the other day.

The fraud charges, by themselves are misdemeanors.
