Garland proceeded cautiously because he didn't want to make mistakes. When his pyramid scheme of having the J6 rioters lead the way to Trump failed, he created a task force to investigate the people at the Willard Hotel to lead him to Trump. The people at the Willard Hotel; Boris Epshteyn, John Eastman, Rudy Giuliani, and Roger Stone have been a dead end for Garland. As a matter of fact, none of those 4 people have been prosecuted by Garland.
I don't believe that DOJ has prosecuted anyone from Trump's inner circle to this day. Special counsel Jack Smith has prosecuted Trump but what about all of the other people involved?
Well worth the read:

It's interesting how the straw man of "nothing was done" always replaces "not enough was done"...

As you know, I do, and the option of Garland dragging his feet is believed by many to be factual.
