9. The crux of the issue seems to be the "not for humans" part.

Ivermectin is used to treat intestinal parasites, like tapeworms. That includes humans who are infested with them. It's not just "for horses." I'm guessing that the doctors who filed the lawsuit were trying to treat human patients with worms in their guts, and were getting push-back from their patients, who thought their doctor was treating them with veterinary drugs. Had they just said "does not treat COVID-19," and left out the "not for horses part," I'm betting there wouldn't be any problems here.
