What do you think all those high six figure consulting jobs or speaking fees that politicians get when they are between political gigs? Do you think it's because of their unique qualifications or that people are really interested in what they have to say? Or is it an investment that will pay dividends down the road? Same with all the PAC contributions. They are spending this money because they know they will make it back and then some. It's why they've been vastly increasing their wealth in both absolute and in relative terms for decades.
