He plans to supplement Biden as need with his real support going towards House, Senate and governors races. His focus is on maintaining the House, turning the Senate and grabbing large state races. Since some states still have primaries the spending isn't there at this time.

In my state, Missouri, our gubernatorial primary is August 4. New polls are out showing Galloway and Parson at a statistical tie. I can see some airtime paid out by Bloomberg in Galloway's favor once she's declared the official Dem candidate. (I'd live to see some spending for Elad Gross, Yinka Faleti and Lindsey Simmons but polling isn't out there yet.)

I can see him spending on Kelly, McGrath and possibly Harrison. There are plenty of House races to endorse.
