After he said 1 embassy, he needed to muddy up the water to deflect.

He knew what he did to Yanaovitch. He knew it was real bad. So yes, claiming 1 embassy was going to be attacked was a way for him to deflect in his head the severity of his actions. By adding on more embassies it was his way of telling himself that what he did was nothing in comparison.
