But I suspect that the increased tax revenue over their lifetime could pay back much (if not all) of the investment.

This is from a combination of under educated people having an opportunity to earn more and from graduates having more spending power because of lack of debt.

I actually am not a big fan of "free for all" because some people should pay if they can. I say this as someone with a daughter going to college next year and staring down the barrel of a six figure cost.

It should definitely be lower cost by at least 2/3rds. And real aid should increase by an exponent. But I think people with means should still have some skin in the game. Students and families are more likely to take it seriously when it has value attached. But no one should be priced out. Ever.
