The law said that he was to turn over his report to the AG and it was completely up to the AG what got turned over to Congress. Barr could have written his own summary and that could have been it.

So Mueller wrote something that he thought could get past Barr and into the hands of Congress. Now it's the Houses's job to start impeachment proceedings.
