So it's been awhile since my kids were in high school but I do remember all the discussions we had with them about these scholarly programs, they wanted to do them all, but alas, our last name was not Rockefeller.... The good news is that if this particular one is too expensive, there are others out there - some free (not easy to get into) some that provide scholarship money, and some with financial aid. Here is a partial list of some incredible (and prestigious) programs out there that don't charge a fee: Telluride Association Summer Program (TASP) at Cornell, Research Science Institute (RSI) at MIT, NASA High School Aerospace Scholars. And since she is interested in law, there are summer internships for high school students at the District Attorney's Office, Public Defender's Office, and while she is too young to be a summer associate (law school students) if she can find a small law firm that will let her volunteer there, that is a huge plus too.
There are many opportunities out there, and for a smart cookie like your daughter - she will find them!
