This is an intentional strategy by Team Trump.

The media reports the story based on the rumors, everybody gets excited and anticipates the report. One time, it's ABC, the next time it's NBC or CBS, then it's CNN or the Washington Post or NY Times and then another.

Nothing happens and the investigation continues.

However, the media looks bad for reporting the rumor and it feeds into the Trump narrative of Fake News - why didn't the report come out? FAKE NEWS. The rumors are almost always from somebody inside the White House who is a minion of Donny Dollhands himself.

According to Seth Abramson, various media outlets reported that Mueller was wrapping up soon 7 or 8 times throughout 2018 alone.

Just like the 2017 rumors of Jared Kushner being indicted "any day now"... still hasn't happened.

And now we have Don Jr "about to indicted" since October or November of last year... still hasn't happened.

It took almost 9 months after Roger Stone reported he was about to be arrested for it to actually happen, and he's not related to a Trump.

When it doesn't happen, it feeds the Trumpian FAKE NEWS narrative. If the investigation continues, it makes it look like Mueller is on a fishing expedition (or, gasp, a WITCH HUNT) because Kushner, Don Jr or somebody else was supposed to have been indicted a while ago and it never happened.
