Mr Breivik can not be given a harsher, or stricter penalty, that is on the books - and in Norway, it is just 21 years behind bars. But he can, and should be given more time, as the laws give us the possibility to hold a person, who is deemed to be a danger to himself- or ot others behind bars as long as he is seen as a danger. Of course, with a review every 5 year or so..
We have no life without parole in Norway - but as pointed out, he can be kept under lock and key, for as long as he is a danger to himself, or to others - and he will be kept under lock and key, for a long time.. Even in prison, he would be kept segregates, at least to he is not in danger from the other inmates - who clearly pointed out, when he was arrested, that they wanted to do "something" with it.. And I doubt the inmates joke about THAT...
When it come to the issue of stricter laws in Norway - I think our parliament, and our Justice system have to find out how to deal with the possibility of others out there as Breivik... It will take some time find it out... And for some reason I think sometimes it is the best, that our parliament sometimes work with the level of the last Ice age Then we dosen't wil be given some "patriot act" who is rushed true the system...
