If you are talking lawlessness, lack of infrastructure, and generally poor quality of life, then places like Somalia and Syria come to mind. If you are talking about despotic places where people are under the heel of a tyrant and generally poor quality of life, then obviously North Korea would rank.

If you are talking about a country that can have a worldwide impact on the safety and survival of all of the people on earth because of the sheer power that it has economically and militarily, then USA, Russia, and China are in good positions there. If it were between these three countries you would need to look at probability and likelihood of stupid acts that would threaten world security.

Russia is trying to exert its influence on a wider scale as Putin wants to recapture the "Super Power" status of the Soviet Union. They are likely to blunder into a war by pushing too far, but the likelihood is not great.

China is ascending. Their approach has been to be lower key, buy into countries and secure access through trade and construction partnership. They are also looking to create a "Chinese Century". They are probably the least likely of the 3 major powers to instigate a war, though they may be forced into participating to defend North Korea from aggression.

Then there is the USA. Typically the USA has been fighting and supporting war since WW2, but never on a full scale, globally threatening way. We are the largest arms dealers on the planet, both internally and externally. However, there have always been checks on how far we would go with regards to conflict. We have either had a sane president or a sane congress. Our foreign policy has been more diplomacy than bullying and threats, but now, it seems that we have a 70 year old toddler with his hands on the nuclear football. A thin skinned idiot with the largest conventional and second largest, but likely most available nuclear arsenal on the planet. That, in my opinion makes the USA the most dangerous country in the world right now.
