Head Cop -- at least in my neck of the woods -- is hired by the County Board of Supervisors after a job search.

I do not know how training programs differ for their respective officers, but the attitude of the top guy is always influential.

EDIT: My bad. I meant to say the Chief of Police is hired by the City Council.
