I think he recognizes how corrupt Trump is and knows he doesn't want to get caught on the wrong side of the bullshit surrounding this in the future. He's got nothing to gain right now by being Trump's tool. He isn't a lawmaker worrying about electoral politics, isn't part of the Russian conspiracy, and has a career to protect while knowing Trump is only temporary.
