Law enforcement slashed parked car tires in Minneapolis amid protests

Law enforcement officers in Minneapolis slashed the tires of parked cars during recent protests over the death of George Floyd, a spokesman for the Minnesota Department of Public Safety confirmed to The Hill on Monday.

Department of Public Safety spokesman Bruce Gordon acknowledged that state troopers cut tires during protests, as seen in videos and photos shared online.

"While we can't speak for other law enforcement agencies and their tactics, there were instances when State Patrol troopers strategically deflated tires to keep vehicles from being used in attacks, and so we could tow the vehicles later for collection of evidence if necessary," Gordon said in a statement.

He said this was done to stop vehicles "driving dangerously at high speeds in and around protesters and law enforcement," as well as vehicles "that contained items used to cause harm during violent protests," including rocks, concrete and sticks.

Minneapolis is Not the First City to Disband Its Police Department

Almost two weeks after the death of George Floyd in Minneapolis sparked worldwide protests, city council members announced their plans to disband the city's embattled police department.

At a rally on Sunday, Minneapolis City Council President Lisa Bender said the council was committed to ending the city's "toxic relationship" with the Minneapolis Police Department.

Disbanding an entire police department isn't unheard of—the city of Camden, New Jersey did it in 2013 and as a result, saw an improvement in the relationship between police and residents as well as a dramatic drop in violent crime.

British TV morning host Piers Morgan called on President Trump to take a knee on live TV from the Oval Office, arguing Monday that such a grand gesture might ensure reelection.

Morgan, a former CNN prime-time host and one-time supporter of the president, made the remark in an opinion piece for the Daily Mail as protests over the Minneapolis police killing of George Floyd on May 25 enter their third week.

"From the start of the protests, the President has done nothing but pour 'when the looting starts, the shooting starts' fuel onto the flames, acting as a divisive lightening rod with his incendiary rhetoric," Morgan wrote. "Yet the more he rages, and the more he vows to 'dominate' the protestors, the more tone-deaf and out-of-touch he looks - as his crashing approval ratings indicate."

The 2020 campaign is different: Opposing the sitting president of your own party means putting policy priorities at risk, in this case appointing conservative judges, sustaining business-friendly regulations and cutting taxes — as well as incurring the volcanic wrath of Mr. Trump.

First Thing: can cities live without police? Minneapolis may find out

The largely peaceful protests prompted by the police killing of George Floyd went on across the US and around the world over the weekend, as it emerged that more than 10,000 US protesters have been arrested during the weeks of unrest – many for non-violent offences. In Minneapolis, where Floyd died, the city council has taken a dramatic step towards reform, by declaring their intent to disband the city’s police force and replace it with an alternative system of “public safety”.

The Obama administration introduced or stepped up measures to impose accountability on police forces after the shooting of Michael Brown in Ferguson, Missouri, in 2014. But, as Ed Pilkington explains, Donald Trump’s Department of Justice has allowed those incremental efforts to wither on the vine – which may partially explain the growing support for a more radical solution: “defund the police”.

Here's a number that should terrify every Republican on the ballot this fall

With all the focus on a slew of new polls that show President Donald Trump falling further behind former Vice President Joe Biden, one number has largely slipped through the cracks -- and it is a blaring warning signal to Republicans on the ballot this fall.

Here it is: 51% of registered voters said they would prefer a Congress controlled by Democrats in 2021, while just 40% preferred a Republican-controlled Congress, according to a new Wall Street Journal-NBC poll released Sunday. That marks a change in Democrats' favor from January when the party had just a 6-point edge over the GOP on what is known as the "generic ballot" question.

Justin Howell, student at Texas State University, critically injured after Austin police fired beanbags at protesters

Austin, Texas, police have launched an investigation into why officers fired "less-lethal" beanbag munition at a crowd transporting an injured man.

Justin Howell, a 20-year-old student at Texas State University, was protesting George Floyd's death outside police headquarters a little after 11 p.m. on May 31, Austin Police Department Chief Brian Manley said in a news conference posted on social media.

A protester who was standing next to Howell hurled a water bottle and a bag at the police officers, the chief said. In response, one officer fired beanbag rounds at the demonstrator but struck Howell in the head instead, according to Manley.

Howell suffered a fractured skull and brain damage, Joshua Howell, the victim's brother, told CNN.

Once Howell fell to the ground, some in the crowd picked him up and officers directed them to take him to police headquarters, according to Manley.

But the crowd was fired upon as they neared the building, the chief said.

"It's reported that they were fired upon with less-lethal munitions as they brought this victim towards the officers to get him medical help," he added.

Portland police chief resigns amid George Floyd protests

SALEM, Ore. (AP) — Portland's police chief resigned on Monday, just six months into her job, amid criticism of her department's handling of protests in Oregon's largest city. An African American lieutenant on the force replaced her.

The shakeup came as police have been sharply criticized for using what has been called inappropriate force against some protesters as huge demonstrations continue in Portland.

“To say this was unexpected would be an understatement,” new Police Chief Chuck Lovell said at a news conference. “I’m humbled. I’m going to listen. I’m going to care about the community, and I’m looking forward to this journey.”

He and community leaders of color credited Jami Resch, a white woman, for stepping down as George Floyd protests roiled the city.
