For example, let's say I wanted to build a website that has delightful memes, short blog posts and articles about why Don Jr. sucks.
My main purpose is to consolidate all this info so people can tweet it out (or post it to FB) quickly and easily at opportune times. Like the times DonJr is leading an "AOC sucks" chant --- I want my site to be a way to flood social media with mockery and posts about why Don Jr sucks #DonJrSucks.
Is this wordpress? Is this wix? Something else?
Any suggestions on where to start, and perhaps resources to help me learn how to build such a site?
I already know how to buy a url and point it. And that's about all.

This is TROLLING. These are TROLL statements. He says what he thinks will entertain his goon followers and own the libs.
Certainly it is gross that twitter continues to allow this abusive troll and his spawn to slander, threaten, target, harass and bully people using their platform.
But there is no need for the media to have a 45-minute panel about "whether or not Pulitzers can or should be stripped."
He's practically forgotten what he tweeted 3 minutes after he tweeted it. Why is the media still talking about it like it was a policy pronouncement from Abraham Lincoln.

I think it is hard for good people to understand bad people. It is hard for good people to believe how devious and concertedly evil bad people are. We need to dive deeper than "trump just wants to win" ""GOP just wants to win at all costs." There is a such a deep depraved evil behind it that we need to understand. Think how many families this will hurt. When families can't afford the medical bills, they'll be thrown into poverty. Loved ones will die unnecessarily.

7/ What Snyder is suggesting there is that the repeal of Obamacare isn't spite.
The repeal of Obamacare part of a larger pattern of policies and legislation specifically designed to inflict suffering on the very people who put Trump into office.

I often apply "fascism" to what we're seeing today, but there are distinctions between 20th and 21st century fascists.
The concept of Sadopopulism captures the distinction.
