Hospital: Israeli girl, 13, dies after Palestinian stabbing

JERUSALEM (AP) — A Palestinian stabbed an Israeli teenager to death in her bedroom in the West Bank early Thursday before he was shot dead, the Israeli army and a Jerusalem hospital said.

The victim was Hallel Yaffa Ariel, 13, according to a spokeswoman for Jerusalem's Shaarei Zedek hospital.

The military said an Israeli civilian security officer who arrived on the scene was stabbed. The assailant was killed, the army said.

The security officer was in a serious condition, emergency services spokesman Yonatan Yagodovsky said.

Clinton reshuffles the swing state deck

DENVER — Wisconsin is out. North Carolina is in.

When President Barack Obama and Hillary Clinton take the stage for their symbolic joint rally on July 5, it will send a subtle but unmistakable signal about the evolving outline of the swing state map.

By announcing Wednesday that the rescheduled event will take place in Charlotte, North Carolina, rather than Green Bay, Wisconsin — the original plan several weeks ago — the presumptive Democratic nominee’s campaign telegraphed that it sees newfound promise in a battleground state that narrowly rejected Obama in 2012.

Earlier this month, the major pro-Clinton super PAC Priorities USA Action signaled the same, announcing it would expand its swing state ad barrage beyond its original list to North Carolina.

It’s a reminder of the fluidity within the swing state universe, but also a sign of Trump’s decline in national and swing state polling over the past two weeks. Holding Clinton’s highest-profile rally yet in North Carolina suggests national Democrats see an opportunity to go on the offensive and expand their map there — an investment that could have a higher return than placing it in a battleground state like Wisconsin where Republicans have lost in seven straight presidential elections.

Wind and heat are driving wildfires in the West

Fast-moving wildfires fanned by strong, erratic winds and high temperatures are burning in California and Arizona. Here's a look at fires across the West:

~

NORTHERN CALIFORNIA: At least 400 homes in Northern California have been evacuated due to a wildfire that charged through inaccessible terrain and climbed out of a steep canyon near Sacramento.
~
SOUTHERN CALIFORNIA: A massive blaze that killed two people and destroyed more than 250 buildings in rural mountain communities was more than halfway contained Wednesday.
~
ARIZONA: Firefighters were mopping up Wednesday after a blaze in central Arizona came close to homes, forcing evacuations and the intermittent closure of a major interstate.
~
MONTANA: Ravalli County authorities warned some residents to prepare for possible evacuations ahead of a wildfire burning in the Bitterroot National Forest.

Chris Stevens' sister: Don't blame Clinton for Benghazi

When it comes to who was responsible for the security lapses that resulted in the death of her brother, Chris Stevens, and three other Americans in Benghazi, Libya, on Sept. 11, 2012, the ambassador's sister and family spokesperson, Anne Stevens, is not pointing the finger at Hillary Clinton. And it is "inappropriate," she said, to make Benghazi an election issue.

"I do not blame Hillary Clinton or Leon Panetta," Stevens said in an interview published Tuesday with The New Yorker's Robin Wright, referring to the former secretaries of State and defense, respectively. "They were balancing security efforts at embassies and missions around the world. And their staffs were doing their best to provide what they could with the resources they had. The Benghazi Mission was understaffed. We know that now. But, again, Chris knew that. It wasn’t a secret to him. He decided to take the risk to go there. It is not something they did to him. It is something he took on himself."

Instead, Stevens remarked that if any entity had any culpability, it was Congress for the State Department's budget.

"Perhaps if Congress had provided a budget to increase security for all missions around the world, then some of the requests for more security in Libya would have been granted," Stevens told Wright.

Initiative to legalize recreational use of pot in California qualifies for November ballot

An initiative that would legalize the recreational use of marijuana in California officially took its place on the Nov. 8 ballot on Tuesday as its campaign took a commanding lead in fundraising to battle the measure’s opponents.

The Secretary of State’s Office certified that a random sample showed sufficient signatures among the 600,000 turned in to qualify the measure. The initiative is backed by a coalition that includes former Facebook President Sean Parker and Lt. Gov. Gavin Newsom.

“Today marks a fresh start for California as we prepare to replace the costly, harmful and ineffective system of prohibition with a safe, legal and responsible adult-use marijuana system that gets it right and completely pays for itself,” said Jason Kinney, a spokesman for California’s Adult Use of Marijuana Act.

The initiative would allow adults ages 21 and older to possess, transport and use up to an ounce of cannabis for recreational purposes and would allow individuals to grow as many as six plants.

Lewandowski loses $1.2 million book deal

Corey Lewandowski had a $1.2-million offer from HarperCollins to write a book chronicling his time running Donald Trump’s presidential campaign, but the publishing giant backed away from the deal amid concerns about Lewandowski’s nondisclosure agreement, according to two sources familiar with the talks.

Lewandowski, working through a California-based representative named Robert Stryk, began soliciting offers for a book, tentatively titled “Let Trump be Trump,” from multiple publishers in March, while he was working as Trump’s campaign manager, according to one of the sources, a Republican operative.

A source in the publishing industry said Lewandowski’s representative received at least some interest from as many as five publishing houses, but that, in several cases, there was concern about how his nondisclosure agreement might affect any resulting book.

Lawmakers promise to complete rescue package for Puerto Rico

WASHINGTON (AP) — Senate Republican and Democratic leaders on Tuesday promised to complete a rescue package for debt-stricken Puerto Rico before a $2 billion debt payment comes due on Friday.

"Failure is really not an option," Majority Leader Mitch McConnell, R-Ky., told reporters after meeting with his GOP caucus. Separately, Treasury Secretary Jacob Lew lobbied Democrats to back the package in a last-minute bid to secure the votes and help the U.S. territory with its crippling $70 billion debt.

The package, backed by the White House, Democrats and Republicans, would create a control board and restructure some of the debt. A vote is scheduled on Wednesday.

Lew met with reluctant Democrats and urged them to vote for it, even though he said it isn't perfect.

"The fact that this works and it gives Puerto Rico the ability to move forward is just an overwhelming reason to pass this in a timeframe that prevents the descent into chaos," Lew said.

Rio de Janeiro's acting governor: Olympics could be a 'big failure'

(CNN) The headache for the 2016 Rio Olympic Games organizers shows no signs of subsiding.
Six weeks before the Games are set to begin, Francisco Dornelles, the acting governor of the state of Rio de Janeiro, told the Brazilian newspaper O Globo that the state has not yet received recently-approved federal funds to beef up security and transportation for the quadrennial competition.

"I am optimistic about the games, but I have to show the reality. We can make a great Olympics, but if some steps are not taken, it can be a big failure," Dornelles told O Globo.

Brazil's federal government approved the bailout, worth about $850 million (2.9 billion reals), last week.
The budget shortfall adds to the "perfect storm" Brazil is facing leading up to the Games, which kick off August 5. Organizers are dealing with concerns regarding the Zika virus, a doping scandal, high crime and political upheaval involving the country's highest figures.
