Ruling revives questions about DC death of ex-Putin aide

WASHINGTON (AP) — On a foggy November morning in 2015, a heavily intoxicated man showed up before dawn at the Dupont Circle Hotel, forked over $1,200 cash for a ninth-floor penthouse suite and kept drinking. His bender continued all day.

By the next morning, he was dead. Authorities concluded that he died of blunt force trauma, the result of repeatedly falling in his room and suffering at least one serious head wound.

Normally, such a case would be quickly forgotten. But Mikhail Lesin, 57, was no ordinary tourist on a drinking binge. He was one of Vladimir Putin’s top lieutenants during Putin’s rise to power in Russia. Speculation he was murdered has continued to this day.

Now a recent court ruling could shed light on the case.

The Latest: Norwegian carrier grounds its Boeing aircraft

HEJERE, Ethiopia (AP) — The Latest on Ethiopian Airlines crash (all times local):

5:15 p.m.

Norwegian Air Shuttle says it has grounded its Boeing 737 Max 8 aircraft on recommendation from European aviation authorities after Sunday’s Ethiopian Airlines crash.

The Norwegian carrier has 18 of the planes.

Tomas Hesthammer, the low-cost carrier’s acting chief operating officer, says that “the safety and security of our customers and colleagues will never be compromised, and once authorities advise to cease operations we will of course comply.”

A growing number of airlines and countries around the world have grounded the planes.

May's hopes for Brexit deal punctured by attorney general

LONDON (AP) — Britain’s attorney general punctured Prime Minister Theresa May’s hopes of winning backing for her Brexit deal Tuesday, saying last-minute changes secured from the European Union didn’t give Britain the power to cut itself free of ties to the bloc.

Hard-core Brexit backers in Parliament came to the same conclusion, saying they wouldn’t support the deal in the House of Commons.

The assessments left May’s deal hanging by a thread. With EU leaders warning there would be no more changes or negotiations, and less than three weeks to go until the U.K. is due to leave, British lawmakers were facing a stark choice: support a deal many consider inadequate or run the risk that Brexit might happen chaotically, or not at all.

Parliament is due to vote later on the divorce deal, a day after talks with the EU produced promises that a contentious section of the agreement couldn’t be used to tie Britain to the bloc indefinitely.

DOJ Asks SCOTUS To Decide If Census Citizenship Question Is Constitutional

The Justice Department is asking the Supreme Court to consider whether adding a citizenship question to the 2020 census violates the Constitution’s Enumerations Clause.

The request Monday came in the form of a letter to the Supreme Court from Solicitor General Noel Francisco asking the court to take up the constitutional issue in an appeal of a New York case that already pending before the court. The move comes after a federal judge in California in a different case ruled that the citizenship question is unconstitutional.

“In light of that finding,” Francisco wrote, referring to the California decision, “only if the Court addresses respondents’ Enumeration Clause claim can its decision definitively resolve whether the Secretary may reinstate a question about citizenship to the 2020 decennial census. ”

The Supreme Court will hear oral arguments in the New York census citizenship question case next month. In that case, a federal judge in Manhattan ruled that how the Trump administration went about adding the question violated the Administrative Procedure Act. The New York judge’s decision left open the possibility that the question could be included on the census if the administration found a way to add it that was in compliance with the administrative law.

Trump prioritizes school choice, charter schools in latest budget proposal

President Donald Trump’s fiscal 2020 budget proposal reinforces the administration’s controversial commitment to school choice while simultaneously seeking to slash the Education Department’s budget for the third consecutive year.

Under the proposal, the president pushes for a first-of-its-kind federal tax credit for donations to private school scholarships, in addition to increasing federal charter school grants by $60 million. The plan seeks to gut the Education Department’s budget by 10 percent, asking for $64 billion for the agency, or $7.1 billion less than the 2019 enacted level. Like last year’s proposal, Trump aims to eliminate more than $2 billion in teacher development funding, as well as over $1 billion in funding for after-school programs.

Trump’s previous two education spending proposals were unsuccessful in Congress and this one is likely to fail as well. However, the administration’s focus on school choice continues to be significant, as it has the attention of Republicans in Congress, who last month introduced a $5 billion measure to fund private school scholarships. That bill is similar to the federal tax credit proposed in the president’s 2020 budget, which aims to implement a private school scholarship tax credit of up to $50 billion over 10 years.

When the bill was first introduced in February, the proposal even garnered the ire of conservatives. The Heritage Foundation said the initiative “poses a threat to education choice in the states, and undermines the goal of a streamlined federal tax code,” adding that “using the federal government to push” for education choice risks igniting the same backlash that President Barack Obama received for his national education policies.

UK leader holds last-ditch Brexit talks with EU before vote

LONDON (AP) — Prime Minister Theresa May scrambled to win last-minute changes from the European Union to her Brexit deal Monday, a day before a crucial vote in Britain’s Parliament that could derail the country’s withdrawal from the EU — and cost May her job.

May flew by Royal Air Force jet to Strasbourg, France, for talks with European Commission President Jean-Claude Juncker, seeking a way to get reluctant British legislators to back a deal that they resoundingly rejected in January.

The House of Commons is due to hold a second vote on the plan Tuesday, but there are few signs either British lawmakers or EU leaders are prepared to make big shifts to stave off another defeat.

The EU is unwilling to reopen an agreement it spent a year and a half negotiating, while British legislators remain split over whether to leave the bloc and, if so, on what terms.

Dollar firms, sterling falls again on Brexit worries

TOKYO (Reuters) - The dollar edged up early on Monday, hovering close to a near three-month high as investors took cover in the currency amid global growth concerns, while sterling extended its decline on an uncertain outlook over Britain’s exit from the European Union.

The dollar index, which measures the greenback against a basket of six major rivals, gained 0.1 percent to 97.426 in early Asian trading.

The index was just shy of its recent peak of 97.710 hit last Thursday, its highest since Dec. 14 last year. It is up 1.3 percent so far this year.

The euro was a shade lower at $1.1225. The single currency had fallen to its weakest level since late June 2017 on Thursday, hurt by dovish signals from the European Central Bank (ECB).

Trump's legacy: conservative judges who will dominate US law for decades

Republicans have confirmed 89 Trump-nominated judges, far in excess of appointments under Obama and Bush

Many Americans watching the turmoil in US institutions and political norms are yearning for the day when Donald Trump is no longer president. But whether he leaves after 2020 or 2024, Trump has built a legacy in one vital area that can be expected to stand for decades, long after his Twitter feed has fallen silent, analysts across the political spectrum agree.

That legacy comprises the 89 judges, and rapidly counting, that Trump has nominated, and Senate Republicans have confirmed, to serve at all levels of the federal court system. They are taking up posts from the district courts (53 Trump nominees confirmed out of 677 total) to the appellate courts (34 out of 179) to the US supreme court (two out of nine). Put together they form a kind of conservative judicial revolution that could impact all aspects of American life.

In the past week, Trump’s judges tally notched up by three, with the confirmation to appeals courts of Chad Readler, who previously ran the legal effort to dismantle Barack Obama’s healthcare law; Eric Murphy, who undermined voting rights, marriage equality and reproductive rights as a state solicitor in Ohio; and Allison Jones Rushing, who has past ties to an anti-LGBT group and who at 37 years old is the country’s youngest federal judge, a lifetime appointment.

As with previous Trump nominees, Readler, Murphy and Rushing were confirmed over the impassioned protests of progressive groups who warned the judges were out of step with the country on crucial issues including immigration, abortion, climate change, LGBT rights, healthcare, voting rights and more.
