statement denigrating the teachers.

I think that under Federal law one doesn't have to live in the district one represents.
Likely it helps the candidate in the election, if one does live in the congressional district.
Remember the recent Dem. candidate near Atlanta GA that didn't live in the district? He lost a very close one.
