Emerson Poll September 21-23

September National Poll: Warren Surges, Biden Slips, and Sanders Holds, Creating Three Way Dead Heat for the Nomination

The September 2019 Emerson national poll finds former Vice President Joe Biden losing support, now at 25%, down six points from 31% in August. Senator Elizabeth Warren has jumped 8 points, from 15% to 23%, while Senator Bernie Sanders holds his ground only dropping 2 points to 22% from 24%. Entrepreneur Andrew Yang increased his support to 8%, Mayor Pete Buttigieg is at 6%, and Senator Kamala Harris is at 4%. No other candidate polls higher than 2%. (MM, RV, n=462, +/-4.6%, 9/21-23)

Politically Speaking: Can Board Of Freeholders Succeed At Uniting St. Louis And St. Louis County?

The latest edition of Politically Speaking takes a closer look at what’s historically known as the Board of Freeholders, a 19-person body that could present a plan merging St. Louis and St. Louis County to local voters.

Earlier this week, the Municipal League of Metro St. Louis submitted its last batches of signatures in St. Louis and St. Louis County to jumpstart the freeholders process. St. Louis County Board of Elections Democratic Director Eric Fey said the county’s signatures will likely be certified on Monday.

St. Louis Mayor Lyda Krewson and St. Louis County Executive Sam Page will appoint 18 out of the 19 members of the board. Gov. Mike Parson pick the final member. The board will have a year to potentially consolidate city and county services. It could also present a plan to somehow combine St. Louis and St. Louis County’s governments. Or, it could offer up nothing.

Owners Of Revoked Illinois FOID Cards Must Give Up Their Guns. Fewer Than Half Do.

BELLEVILLE — In Illinois, when people have their firearms owners identification (FOID) cards revoked, they’re supposed to turn them in to law enforcement and surrender their guns. But that only happened less than half of the time in the Metro East and statewide during the last four years.

In St. Clair County, FOID cards were returned just under 36% of the time after they were revoked from 2015-18, according to Illinois State Police data obtained by the Belleville News-Democrat.

Madison County was a little better, at 41%, while statewide cards were turned in 37% of the time during the four-year period.

When the Madison County Sheriff’s Department is notified by the State Police that someone has had their FOID card revoked, the department sends a letter to the cardholder to surrender their card and weapons within 48 hours.

Federal Judge Denies Missouri's Request To Let Abortion Ban Take Effect


A federal judge’s order blocking Missouri’s 20-week abortion ban from taking effect will remain in place while the state appeals.

Senior U.S. District Judge Howard Sachs on Wednesday denied the state’s request for a partial stay of his order, which he handed down last month.

The Planned Parenthood clinic in St. Louis, Missouri’s only remaining abortion provider, and its medical director, Colleen McNicholas, had challenged the constitutionality of the ban, which the legislature enacted earlier this year.

Sachs granted their motion for a preliminary injunction, finding that they were likely to prevail on the merits.

Missouri Opioid Prescribing Rate Went Up 10% In 2018, County Program Finds

Pharmacists and other providers in the participating counties gave out opioids at a rate almost 10% higher than in 2017, according to the latest data from the state’s drug monitoring program.

But the St. Louis County health officials behind the program say the increased rate could indicate the drug monitoring system is working the way it’s designed.

“Having a PDMP doesn’t necessarily mean that you’re going to reduce prescribing,” said Liz Chiarello, a sociology professor at St. Louis University and Radcliffe Fellow and Harvard University. “What a PDMP is designed to do ideally is to make sure prescribing is appropriate.”

Missouri health providers dispensed enough opioids last year for 70% of residents in participating counties to receive a prescription, according to the report.

The California Democratic Primary is shaping up into a three-way race; former Vice President Joe Biden is tied with Sen. Bernie Sanders at 26% and Sen. Elizabeth Warren is close behind at 20%. A significant drop is seen between this tier and the next group of candidates; entrepreneur Andrew Yang is in fourth at 7%, followed by Sen. Kamala Harris at 6%, former Rep. Beto O’Rourke at 5% and Mayor Pete Buttigieg at 4%. Every other candidate is at 2% or less (MM, RV, n=424, +/- 4.7%, 9/13-16).

The California Democratic Primary will be held on Super Tuesday and Emerson Polling Director Spencer Kimball’s notes that at this point “Senator Kamala Harris is in trouble in her home state. If she is unable to gain momentum in Iowa or New Hampshire, come Super Tuesday she might have a similar fate to Sen. Marco Rubio in 2016, when he was unable to win his home state of Florida and dropped out of the race.”

Driving support for Sanders is younger voters under the age of 50. He leads those voters with 34% of their support, followed by Warren at 18%, Biden at 16% and Yang at 11%. Sanders also has strong support from the Hispanic population of California, leading that group with 36%, followed by Biden with 23%, Warren with 19% and Buttigieg with 7%.

Among voters age 50 or over, Biden leads with 40% support, followed by Warren with 23%, Sanders with 13% and O’Rourke with 8%.
