Mr. Nix is a director of SCL Group, a British political and defense contractor, and chief executive of its American offshoot, Cambridge Analytica, which advised the Trump campaign. The firms’ employees, who often overlap, had contact in 2014 and 2015 with executives from Lukoil, the Russian oil giant.

Lukoil was interested in how data was used to target American voters, according to two former company insiders who said there were at least three meetings with Lukoil executives in London and Turkey. SCL and Lukoil denied that the talks were political in nature, and SCL also said there were no meetings in London.

The contacts took place as Cambridge Analytica was building a roster of Republican political clients in the United States — and harvesting the Facebook profiles of over 50 million users to develop tools it said could analyze voters’ behavior.

Cambridge Analytica also included extensive questions about Russia’s president, Vladimir V. Putin, in surveys it was carrying out in American focus groups in 2014. It is not clear what — or which client — prompted the line of questioning, which asked for views on topics ranging from Mr. Putin’s popularity to Russian expansionism.

By that time, Steve Bannon had become Trump’s chief strategist. Cambridge Analytica’s parent company, SCL, had won contracts with the US State Department and was pitching to the Pentagon, and Wylie was genuinely freaked out. “It’s insane,” he told me one night. “The company has created psychological profiles of 230 million Americans. And now they want to work with the Pentagon? It’s like Nixon on steroids.”

It was Bannon’s interest in culture as war that ignited Wylie’s intellectual concept. But it was Robert Mercer’s millions that created a firestorm. Kogan was able to throw money at the hard problem of acquiring personal data: he advertised for people who were willing to be paid to take a personality quiz on Amazon’s Mechanical Turk and Qualtrics. At the end of which Kogan’s app, called thisismydigitallife, gave him permission to access their Facebook profiles. And not just theirs, but their friends’ too. On average, each “seeder” – the people who had taken the personality test, around 320,000 in total – unwittingly gave access to at least 160 other people’s profiles, none of whom would have known or had reason to suspect.

There are other dramatic documents in Wylie’s stash, including a pitch made by Cambridge Analytica to Lukoil, Russia’s second biggest oil producer. In an email dated 17 July 2014, about the US presidential primaries, Nix wrote to Wylie: “We have been asked to write a memo to Lukoil (the Russian oil and gas company) to explain to them how our services are going to apply to the petroleum business. Nix said that “they understand behavioural microtargeting in the context of elections” but that they were “failing to make the connection between voters and their consumers”. The work, he said, would be “shared with the CEO of the business”, a former Soviet oil minister and associate of Putin, Vagit Alekperov.

Russia, Facebook, Trump, Mercer, Bannon, Brexit. Every one of these threads runs through Cambridge Analytica. Even in the past few weeks, it seems as if the understanding of Facebook’s role has broadened and deepened. The Mueller indictments were part of that, but Paul-Olivier Dehaye – a data expert and academic based in Switzerland, who published some of the first research into Cambridge Analytica’s processes – says it’s become increasingly apparent that Facebook is “abusive by design”. If there is evidence of collusion between the Trump campaign and Russia, it will be in the platform’s data flows, he says. And Wylie’s revelations only move it on again.

WASHINGTON — Andrew G. McCabe, the former F.B.I. deputy director and a frequent target of President Trump’s scorn, was fired Friday after the Justice Department rejected an appeal that would have let him retire this weekend.

Mr. McCabe promptly declared that his firing, and Mr. Trump’s persistent needling, were intended to undermine the special counsel’s investigation in which he is a potential witness.

Mr. McCabe is accused in a yet-to-be-released internal report of failing to be forthcoming about a conversation he authorized between F.B.I. officials and a journalist.

In an interview, Mr. McCabe was blunt. “The idea that I was dishonest is just wrong,” he said, adding, “This is part of an effort to discredit me as a witness.”

Russian hackers are conducting a broad assault on the U.S. electric grid, water processing plants, air transportation facilities and other targets in rolling attacks on some of the country’s most sensitive infrastructure, U.S. government officials said Thursday.

The announcement was the first official confirmation that Russian hackers have taken aim at facilities on which hundreds of millions of Americans depend for basic services. Bloomberg News reported in July that Russian hackers had breached more than a dozen power plants in seven states, an aggressive campaign that has since expanded to dozens of states, according to a person familiar with the investigation.

"Since at least March 2016, Russian government cyber actors" have targeted "government entities and multiple U.S. critical infrastructure sectors," including those of energy, nuclear, water and aviation, according to an alert issued Thursday by the Department of Homeland Security and Federal Bureau of Investigation.

Critical manufacturing sectors and commercial facilities also have been targeted by the ongoing "multi-stage intrusion campaign by Russian government cyber actors."
