How
Are Republicans "reaching out" to the AA community? There are always a few African Americans whom endorse/vote for Republicans just like there are some young Republicans and women and Hispanics whom support the Republican Party for some mysterious reason (usually because they're part of the "have mine" group of people in this country). In no way, does this group of people constitute a newfound groundswell support of GOP "policies" IMHO.
How can we reach out to Trump voters?
As I see it, the main issue is that many Trump voters fell for his fantasy of making America great again. That fantasy is based on a vision of the US that never really existed, except, perhaps, in country music videos and revisionist history, but it is an appealing one for conservatives who long for that imagined, but imaginary, past.
And many of these voters know, on a certain level, that they are not doing well, and that their children will do even worse. So when the con man came along with his vision of that perfect past, and promised to bring it back, they believed because they needed to believe.
My view is that Biden and the Democrats must go big. Spend trillions on the Green New Deal, and extended unemployment, and job training, and child tax credits, and student loan forgiveness, and watch the productive economy grow.
The GOP opposed the original New Deal, and the result was Democratic control for many years.
And as we also know, many voted for Trump because he is a racist. Reaching those people might be impossible.

Attacking her because they are afraid she is carrying Ebola and possibly causing her to bleed, making her MORE likely to infect somebody else.
Not saying that some people wouldn't be so hysterical about it to do it, though.

it makes me sick that, once again, the Republicans might well skate to another midterm electoral victory aided by our poor excuse for a media in this country and we're all potentially going to have to suffer through the next two years with a Republican-controlled Senate and their shenanigans. TPM had a story up last night about how Republicans are suddenly more trusted on all but two issues and that likely voters actually want Republicans to control Congress. WHAT exactly do likely voters think that they'll be getting with a completely Republican-controlled Congress? It's just madness. Total madness. Some people not have enough misery in their lives?

Did our country ever survive 200+ years without voter ID? Is TOO MUCH voting an actual problem in this country?
The ACA rollout was a new thing
I don't know how responsible you can hold him for other agencies whom have been around for awhile and have problems that have existed for much longer than he has been POTUS. Also, as far as the CDC is concerned, this is the first time we've ever had Ebola on our shores. I can understand why they might not have responded perfectly- though a lot of the missteps were caused by Texas Presbyterian. The point is that Democrats believe in functional government and want to fix problems to make things better. What are Republicans doing to fix......anything?

Sort of sad that it's come to the point that Republicans simply don't want government to function properly, at least whenever a Democrat is in the WH.
It seems like people like to struggle
Definitely can't ask for/demand some kind of security life. I think that it is our Puritan heritage that keeps most people afraid and guilty of being happy/content and keeps everybody demanding that they be punished for their perceived sins and shortcomings. Republicans are more than happy to make sure most of us suffer through endless fear and anxiety. Who knows what horrible things would happen if too many people were happy/secure/content with our lives.
