Prosecutorial Double Standards

Merited or not, there is, sadly, some precedent for Clinton’s supreme confidence. Retired General and ex-CIA Director David Petraeus, after all, lied to the FBI (a felony for “lesser” folks) about giving his mistress/biographer highly classified information and got off with a slap on the wrist, a misdemeanor fine and probation, no jail time – a deal that Obama’s first Attorney General Eric Holder did on his way out the door.

We are likely to learn shortly whether Attorney General Loretta Lynch is as malleable as Holder or whether she will allow FBI Director James Comey, who held his nose in letting Petraeus cop a plea, to conduct an unfettered investigation this time – or simply whether Comey will be compelled to enforce Clinton’s assurance that “it’s not going to happen.”

Last week, Fox News TV legal commentator Andrew Napolitano said the FBI is in the final stages of its investigation into Clinton and her private email server. His sources tell him that “the evidence of her guilt is overwhelming,” and that the FBI has enough evidence to indict and convict.

Whether Napolitano has it right or not, it seems likely that Clinton is reading President Obama correctly – no profile in courage is he. Nor is Obama likely to kill the political fortunes of the now presumptive Democratic presidential nominee. Yet, if he orders Lynch and Comey not to hold Hillary Clinton accountable for what – in my opinion and that of most other veteran intelligence officials whom I’ve consulted – amounts to at least criminal negligence, another noxious precedent will be set.

Knowing Too Much

This time, however, the equities and interests of the powerful, secretive NSA, as well as the FBI and Justice, are deeply involved. And by now all of them know “where the bodies are buried,” as the smart folks inside the Beltway like to say. So the question becomes would a future President Hillary Clinton have total freedom of maneuver if she were beholden to those all well aware of her past infractions and the harm they have done to this country.

Ever hear of Frank Church? Someone at NSA said he knew too much.

Frank Church was a patriot, a hero and a statesman, truly a great American.

The guy also led the last real investigation of CIA, NSA and FBI. When it came to NSA Tech circa 1975, he definitely knew what he was talking about:

“That capability at any time could be turned around on the American people and no American would have any privacy left, such is the capability to monitor everything: telephone conversations, telegrams, it doesn’t matter. There would be no place to hide. If this government ever became a tyranny, if a dictator ever took charge in this country, the technological capacity that the intelligence community has given the government could enable it to impose total tyranny, and there would be no way to fight back, because the most careful effort to combine together in resistance to the government, no matter how privately it was done, is within the reach of the government to know. Such is the capability of this technology.

I don’t want to see this country ever go across the bridge. I know the capability that is there to make tyranny total in America, and we must see it that this agency and all agencies that possess this technology operate within the law and under proper supervision, so that we never cross over that abyss. That is the abyss from which there is no return.”

In 1980, Church will lose re-election to the Senate in part because of accusations of his committee’s responsibility for Welch’s death by his Republican opponent, Jim McClure.

Washington, D.C., September 25, 2013 – During the height of the Vietnam War protest movements in the late 1960s and early 1970s, the National Security Agency tapped the overseas communications of selected prominent Americans, most of whom were critics of the war, according to a recently declassified NSA history. For years those names on the NSA's watch list were secret, but thanks to the decision of an interagency panel, in response to an appeal by the National Security Archive, the NSA has released them for the first time. The names of the NSA's targets are eye-popping. Civil rights leaders Dr. Martin Luther King and Whitney Young were on the watch list, as were the boxer Muhammad Ali, New York Times journalist Tom Wicker, and veteran Washington Post humor columnist Art Buchwald. Also startling is that the NSA was tasked with monitoring the overseas telephone calls and cable traffic of two prominent members of Congress, Senators Frank Church (D-Idaho) and Howard Baker (R-Tennessee).

Another NSA target was Senator Frank Church, who started out as a moderate Vietnam War critic. A member of the Senate Foreign Relations Committee even before the Tonkin Gulf incident, Church worried about U.S. intervention in a "political war" that was militarily unwinnable. While Church voted for the Tonkin Gulf resolution, he later saw his vote as a grave error. In 1965, as Lyndon Johnson made decisions to escalate the war, Church argued that the United States was doing "too much," criticisms that one White House official said were "irresponsible." Church had been one of Johnson's Senate allies but the President was angry with Church and other Senate critics and later suggested that they were under Moscow's influence because of their meetings with Soviet diplomats. In the fall of 1967, Johnson declared that "the major threat we have is from the doves" and ordered FBI security checks on "individuals who wrote letters and telegrams critical of a speech he had recently delivered." In that political climate, it is not surprising that some government officials eventually nominated Church for the watch list.[10]

The usual account of this super-agency’s origin is that it was

the brainchild of Count Alexandre de Marenches, the debonair and mustachioed chief of France’s CIA. The SDECE (Service de Documentation Extérieure et de Contre-Espionnage)…. Worried by Soviet and Cuban advances in postcolonial Africa, and by America’s post-Watergate paralysis in the field of undercover activity, the swashbuckling Marenches had come to Turki’s father, King Faisal, with a proposition…. [By 1979] Somali president Siad Barre had been bribed out of Soviet embrace by $75 million worth of Egyptian arms (paid for… by Saudi Arabia)….95

Joseph Trento adds that “The Safari Club needed a network of banks to finance its intelligence operations,… With the official blessing of George Bush as the head of the CIA, Adham transformed… the Bank of Credit and Commerce International (BCCI), into a worldwide money-laundering machine.”.96

Trento claims also that the Safari Club then was able to work with some of the controversial CIA operators who were then forced out of the CIA by Turner, and that this was coordinated by perhaps the most controversial of them all: Theodore Shackley.

Shackley, who still had ambitions to become DCI, believed that without his many sources and operatives like [Edwin] Wilson, the Safari Club—operating with [former DCI Richard] Helms in charge in Tehran—would be ineffective. … Unless Shackley took direct action to complete the privatization of intelligence operations soon, the Safari Club would not have a conduit to [CIA] resources. The solution: create a totally private intelligence network using CIA assets until President Carter could be replaced.97

Kevin Phillips has suggested that Bush on leaving the CIA had dealings with the bank most closely allied with Safari Club operations: the Bank of Credit and Commerce International (BCCI). In Phillips’ words,

[font color="green"]After leaving the CIA in January 1977, Bush became chairman of the executive committee of First International Bancshares and its British subsidiary, where, according to journalists Peter Truell and Larry Gurwin in their 1992 book ‘False Profits’ [p. 345], Bush ‘traveled on the bank’s behalf and sometimes marketed to international banks in London, including several Middle Eastern institutions.[/font color]

Joseph Trento adds that through the London branch of this bank, which Bush chaired, “Adham’s petrodollars and BCCI money flowed for a variety of intelligence operations”99

It is clear moreover that BCCI operations, like Khashoggi’s before them, were marked by the ability to deal behind the scenes with both the Arab countries and also Israel.100

[font color="green"]It is clear that for years the American deep state in Washington was both involved with and protected BCCI. Acting CIA director Richard Kerr acknowledged to a Senate Committee “that the CIA had also used BCCI for certain intelligence-gathering operations.”101[/font color]

[font color="red"]Later, a congressional inquiry showed that for more than ten years preceding the BCCI collapse in the summer of 1991, the FBI, the DEA, the CIA, the Customs Service, and the Department of Justice all failed to act on hundreds of tips about the illegalities of BCCI’s international activities.102[/font color]

Far less clear is the attitude taken by Wall Street banks towards the miscreant BCCI. The Senate report on BCCI charged however that the Bank of England “had withheld information about BCCI’s frauds from public knowledge for 15 months before closing the bank.”103

What was surprising to me was Reagan’s condition. He was exhausted to the point of incoherence throughout much ofthe interview and could not remember the substance of any subject that had been discussed apart from Mitterrand’s expression of anticommunism. I had not seen Reagan at such close rangesince the assassination attempt nearly four months earlier, and was shocked at his condition.... Reagan simply was unable to recall the contents of the talks in which he had just participated.... The interview concluded at a signal from Deaver,who did not seem to find the president’s condition unusual.”

Thus ran Lou Cannon’s recollections of an interview with the Commander-in-Chief in 1981, as set forth in his book President Reagan: The Role of a Lifetime (New York: Simon & Schuster,1991), published earlier this year. But how did Cannon describe Reagan’s condition to the readers of the Washington Post when he wrote up his interview? In the July 23, 1981, Washington Post,Cannon’s story appeared under the headline “Reagan Describes Summit Meeting as ‘Worth Its Weight in Gold.’ ” Cannon’s report gives the impression of a lucid chief executive returning home after a fruitful colloquy with other western leaders at the economic summit held in Ottawa in mid-July. Cannon did mention in the tenth paragraph that “Reagan appeared tired to the point of near-exhaustion,” but this observation was quickly qualified by the opinion of “aides” that the president had been doing a lot of prep for the conference and was also worried about the Middle East.

Cannon shared his brief session with Reagan aboard Air Force One with Hedrick Smith of the New York Times, who similarly gave his readers the impression of a president in touch with things rather than the incoherent old man they had actually encountered. As did Cannon, Smith wove the few quotable remarks from Reagan into a tapestry of attributed presidential dicta passed on — and no doubt confected— by Meese, Deaver,and Speakes. It is clear from Cannon’s account of the conference itself that Reagan was fogged up throughout the actual conference, occasionally interjecting trivial observations or homely jokes into the proceedings and then relapsing into bemused silence. Cannon’s memoir is one more indication of the cover-up that took place in the wake of Hinckley’s assassination bid on March 30, 1981. At the time of the shooting, the press was full of phrases like “bouncing back,” “iron constitution,” and other terms indicating that Reagan had emerged from the ordeal in good shape. In fact Reagan very nearly died on the operating table and was a dotard afterwards. He never fully recovered.

Conclusion: Unless a president is actually dead, the WhiteHouse press corps can be relied upon to present him as both sentient and sapient, no matter how decrepit his physical and mental condition.

A paper trail of declassified documents from the Reagan‑Bush era yields valuable information on how counter‑terrorism provided a powerful mechanism for solidifying Bush's power base and launching a broad range of national security initiatives.

During the Reagan years, George Bush used "crisis management" and "counter‑terrorism" as vehicles for running key parts of the clandestine side of the US government.

Bush proved especially adept at plausible denial. Some measure of his skill in avoiding responsibility can be taken from the fact that even after the Iran‑Contra affair blew the Reagan administration apart, Bush went on to become the "foreign policy president," while CIA Director William Casey, by then conveniently dead, took most of the blame for a number of covert foreign policy debacles that Bush had set in motion.

The trail of National Security Decision Directives (NSDDS) left by the Reagan administration begins to tell the story. True, much remains classified, and still more was never committed to paper in the first place. Even so, the main picture is clear: As vice president, George Bush was at the center of secret wars, political murders, and America's convoluted oil politics in the Middle East.

Reagan and the NSC also used NSDDs to settle conflicts among security agencies over bureaucratic turf and lines of command. It is through that prism that we see the first glimmers of Vice President Bush's role in clandestine operations during the 1980s.

The Reagan administration's commitment to significantly expand covert operations had been clear since before the 1980 election. How such operations were actually to be managed from day to day, however, was considerably less certain. The management problem became particularly knotty owing to legal requirements to notify congressional intelligence oversight committees of covert operations, on the one hand, and the tacitly accepted presidential mandate to deceive those same committees concerning sensitive operations such as the Contra war in Nicaragua, on the other.

The solution attempted in NSDD 159 was to establish a small coordinating committee headed by Vice President George Bush through which all information concerning US covert operations was to be funneled. The order also established a category of top secret information known as Veil, to be used exclusively for managing records pertaining to covert operations.

[font color="red"]The system was designed to keep circulation of written records to an absolute minimum while at the same time ensuring that the vice president retained the ability to coordinate US covert operations with the administration's overt diplomacy and propaganda.

Only eight copies of NSDD 159 were created. The existence of the vice president's committee was itself highly classified.
[/font color] The directive became public as a result of the criminal prosecutions of Oliver North, John Poindexter, and others involved in the Iran‑Contra affair, hence the designation "Exhibit A" running up the left side of the document.

This all matters because there's a steady bloody red line from 1981 to the present day few write about. More would, were the nation's news media honest and lived up to their constitutional mandate. Behind the Curtain: Booz Allen Hamilton and its Owner, The Carlyle Group

According to writers Thomas Heath and Marjorie Censer at the Washington Post, The Carlyle Group and its errant child, Booz Allen Hamilton (BAH), have a public relations problem, thanks to NSA leaker and former BAH employee Edward Snowden. By the time top management at BAH learned that one of their top level agents had gone rogue, and terminated his employment, it was too late.

For years Carlyle had, according to the Post, “nurtured a reputation as a financially sophisticated asset manager that buys and sells everything from railroads to oil refineries”; but now the light from the Snowden revelations has revealed nothing more than two companies, parent and child, “bound by the thread of turning government secrets into profits.”

And have they ever. When The Carlyle Group bought BAH back in 2008, it was totally dependent upon government contracts in the fields of information technology (IT) and systems engineering for its bread and butter. But there wasn't much butter: After two years the company’s gross revenues were $5.1 billion but net profits were a minuscule $25 million, close to a rounding error on the company’s financial statement. In 2012, however, BAH grossed $5.8 billion and showed earnings of $219 million, nearly a nine-fold increase in net revenues and a nice gain in value for Carlyle.

Unwittingly, the Post authors exposed the real reason for the jump in profitability: close ties and interconnected relationships between top people at Carlyle and BAH, and the agencies with which they are working. The authors quoted George Price, an equity analyst at BB&T Capital: "[Booz Allen has] got a great brand, they've focused over time on hiring top people, including bringing on people who have a lot of senior government experience."

For the first time we have a reliable estimate of how much money thieving dictators and others have looted from 150 mostly poor nations and hidden offshore: $12.1 trillion.

That huge figure equals a nickel on each dollar of global wealth and yet it excludes the wealthiest regions of the planet: America, Canada, Europe, Japan, Australia, and New Zealand.

That so much money is missing from these poorer nations explains why vast numbers of people live in abject poverty even in countries where economic activity per capita is above the world average. In Equatorial Guinea, for example, the national economy’s output per person comes to 60 cents for each dollar Americans enjoy, measured using what economists call purchasing power equivalents, yet living standards remain abysmal.

The $12.1 trillion estimate—which amounts to two-thirds of America’s annual GDP being taken out of the economies of much poorer nations—is for flight wealth built up since 1970.

Add to that flight wealth from the world’s rich regions, much of it due to tax evasion and criminal activities like drug dealing, and the global figure for hidden offshore wealth totals as much as $36 trillion.

CIA-Mafia plots to kill Castro started in 1960 under Eisenhower when DULLES and NIXON had jobs.

In fact, CIA went out of its way to keep that hidden not only from the Warren Commission and the American people, but hidden from President John F. Kennedy and Attorney General Robert F. Kennedy. Something very telling is how CIA connected individuals now float the idea that the assassination plots were these Kennedy brother's idea. Nothing could be further from the truth, it was CIA director Allen Dulles under Eisenhower (and Nixon) who contracted with the MAFIA to assassinate Castro in 1960. Since then, the rightwing and their cronies in the mass media have done all they could to associate the Kennedys with the smear.

A little history:



AUG 1960: Richard Bissell meets with Colonel Sheffield Edwards, director of the CIA's Office of Security, and discusses with him ways to eliminate or assassinate Fidel Castro. Edwards proposes that the job be done by assassins hand-picked by the American underworld, specifically syndicate interests who have been driven out of their Havana gambling casinos by the Castro regime. Bissell gives Edwards the go-ahead to proceed. Between August 1960, and April 1961, the CIA with the help of the Mafia pursues a series of plots to poison or shot Castro. The CIA’s own internal report on these efforts states that these plots "were viewed by at least some of the participants as being merely one aspect of the over-all active effort to overthrow the regime that culminated in the Bay of Pigs." By September 1960, the project was proceeding apace. Roselli would report directly to Maheu. The first step was a meeting in New York. There, at the Plaza Hotel, Maheu introduced Roselli to O'Connell. The agent wanted to cover up the participation of the CIA, so he pretended to be a man named Jim Olds who represented a group of wealthy industrialists eager to get rid of Castro so they could get back in business.

"We may know some people," Roselli said. Several weeks later, they all met at the Fontainebleau Hotel in Miami. For years, the luxurious facility had served as the unofficial headquarters for Mafioso leaders seeking a base close to their gambling interests in Cuba. Now, it would be the staging area for the assassination plots.

At a meeting in one of the suites, Roselli introduced Maheu to two men: Sam Gold and a man Roselli referred to as Joe, who could serve as a courier to Cuba. By this time, Roselli was on to O'Connell. "I'm not kidding," Roselli told the agent one day. "I know who you work for. But I'm not going to ask you to confirm it."

Roselli may have figured out that he was dealing with the CIA, but neither Maheu nor O'Connell realized the rank of mobsters with whom they were dealing. That changed when Maheu picked up a copy of the Sunday newspaper supplement Parade, which carried an article laying out the FBI's ten most wanted criminals. Leading the list was Sam Giancana, a.k.a. "Mooney," a.k.a. "Momo," a.k.a. "Sam the Cigar," a Chicago godfather who was one of the most feared dons in the country—and the man who called himself Sam Gold. "Joe" was also on the list. His real name, however, was Santos Trafficante—the outfit's Florida and Cuba chieftain.

Maheu alerted O'Connell. "My God, look what we're involved with," Maheu said. O'Connell told his superiors. Questioned later before the 1975 U.S. Senate Select Committee on Intelligence (later nicknamed the Church Committee after its chairman, Frank Church, the Democratic senator from Idaho), O'Connell was asked whether there had ever been any discussion about asking two men on the FBI's most wanted list to carry out a hit on a foreign leader.

"Not with me there wasn't," O'Connell answered.

"And obviously no one said stop—and you went ahead."

"Yes."

"Did it bother you at all?"

"No," O'Connell answered, "it didn't."

Robert Kennedy, as the Attorney General of the United States, was in charge of the operation, said Latell. Despite the United States’ best efforts, the operation was nonetheless penetrated by Cuban intelligence agents, said Latell.

Latell said there were two serious assassination attempts by the United States against Castro that even used members of the mafia to help, but both of them were obviously unsuccessful.

He also said that there was a plot by the United States to have Castro jabbed with a pen containing a syringe filled with a very effective poison. Latell said that he believes the experienced assassin who worked for Castro who originally agreed to the plan may have been a double agent. After meeting with a personal representative of Robert Kennedy in Paris, the man knew that the plan to assassinate Castro came from the highest levels of the government, including John F. and Robert Kennedy.

The plan was never carried out, as the man later defected to the United States, but with so many double agents working for Castro also pledging allegiance to the CIA, Latell said it was likely that the information got back to Havana that the Kennedy brothers endorsed that plot with the pen.

Slawson feels betrayed by several senior government officials, especially at the CIA, whom he says he trusted in 1964 to tell the truth. He is most angry with one man—then-Attorney General Robert Kennedy, who assured the commission during the investigation that he knew of no evidence of a conspiracy in his brother’s death. It is now clear, as I and others have reported, that Robert Kennedy withheld vital information from the investigation: While he publicly supported the commission’s findings, Kennedy’s family and friends have confirmed in recent years that he was in fact harshly critical of the commission and believed that the investigation had missed evidence that might have pointed to a conspiracy.

“What a bastard,” Slawson says today of Robert Kennedy. “This is a man I once had admiration for.”

Slawson theorizes that that attorney general and the CIA worked together to hide information about Oswald’s Mexico trip from the commission because they feared that the investigation might stumble onto the fact that JFK’s administration had been trying, for years, sometimes with the help of the Mafia, to assassinate Castro. Mexico had been a staging area for the Castro plots. Public disclosure of the plots, Slawson says, could have derailed, if not destroyed, Robert Kennedy’s political career; he had led his brother’s secret war against Castro and, as declassified documents would later show, was well aware of the Mafia’s involvement in the CIA’s often harebrained schemes to murder the Cuban dictator. “You can’t distinguish between Bobby and the CIA on this,” Slawson says. “They were working hand in glove to hide information from us.”

Although there is nothing in the public record to show that Robert Kennedy had specific evidence of a foreign conspiracy in his brother’s death, I agree with Slawson that RFK and senior CIA officials threw the commission off the trail of witnesses and evidence that might have pointed to a conspiracy, especially in Mexico. Slawson also now suspects—but admits again that he cannot prove—that Chief Justice Earl Warren, who led the commission that bore his name, was an unwitting participant in the cover-up, agreeing with the CIA or RFK to make sure that the commission did not pursue certain evidence. Warren, he suspects, was given few details about why the commission’s investigation had to be limited. “He was probably just told that vital national interests” were at stake—that certain lines of investigation in Mexico had to be curtained because they might inadvertently reveal sensitive U.S. spy operations.

That might explain what Slawson saw as Warren’s most baffling decision during the investigation—his refusal to allow Slawson to interview a young Mexican woman who worked in the Cuban consulate in Mexico and who dealt face-to-face with Oswald on his visa application; declassified CIA records would later suggest that Oswald had a brief affair with the woman, who was herself a committed Socialist, and that she had introduced him to a network of other Castro supporters in Mexico. “It was a different time,” Slawson says. “We were more naïve. Warren would have believed what he was told.”

Why would CIA not want the Warren Commission, and the American public to which it reported, know the truth about its illegal assassination program?

President Kennedy, temporarily, put a kibosh on the warmongers' plans during the Bay of Pigs, during the Cuban Missile Crisis, and in Vietnam.

Lucky on the docks may've been known to Naval Intelligence and those who the history of the United States in World War II, but to Everyman, no. The CIA and Mafia working together to kill leaders is news. And it shouldn't have been kept from the Warren Commission by the CIA as an agency and by its representative on the Warren Commission, Allen Dulles.

But Clinton is a skilled politician, so she’s artfully re-aligned herself to blur their differences, with overwhelming support from the elite punditocracy. When the dark side of the Clinton record from 1990s is raised—NAFTA, Defense Of Marriage Act, “welfare reform,” mass incarceration, Wall Street deregulation, etc.—two defenses come readily to mind: “Hillary didn’t do it!/Bill was president” and “times change/you’re forgetting what it was like.”

These are both effective narratives in the establishment echo chamber, which is designed and intended for horse-race politics at the expense of political understanding (as well as factual accuracy). But Hillary Clinton wouldn’t be here today if she hadn’t been aligned with those policies—and with helping to create the environment in which they came to pass. Even before entering the White House with her husband, who had promised voters “two for the price of one” during the 1992 campaign, the pair had cast their lot in with those who moved the party to the right, most notably when Bill Clinton became head of the DLC—the Democratic Leadership Council, or as Jesse Jackson called it, “Democrats for the Leisure Class.”

The DLC was crucial to the Clinton’s rise to power, so it’s absolutely essential to understand it, if one wants to understand their politics—and that of the party they’ve so profoundly reshaped—all the way up through Hillary Clinton’s most recent rearticulation of the day.

An excellent starting point for understanding this comes via the much broader focus of Thomas Ferguson and Joel Rogers’s book, Right Turn: The Decline of the Democrats and the Future of American Politics. While the book makes references going back to the Carter era, it opens with a meeting of twenty top Democratic Party fund-raisers three weeks after Walter Mondale’s landslide loss in the 1984 election, where they discussed “1988 and how they could have more policy influence in that campaign, how they might use their fund-raising skills to move the party toward their business oriented, centrist viewpoints,” as the Washington Post reported the next day.

It goes on to describe how, two days later, a closely-related group, the Coalition for a Democratic Majority, sponsored a similarly-themed public forum that drew national press attention, dominated by speeches given by Arizona governor Bruce Babbitt and Virginia governor Charles Robb, who, in turn, were also prominent founding members of the Democratic Leadership Council in the following spring, along with Missouri Representative Richard Gephardt and Georgia Senator Sam Nunn:

“The moderate and conservative Democrats didn’t make it past the first round in its primaries in 1984 and we want to change that,” said Nunn, a major Democratic proponent of increased military spending who had backed John Glenn in the 1984 race.

"Neo-liberalism" is a set of economic policies that have become widespread during the last 25 years or so. Although the word is rarely heard in the United States, you can clearly see the effects of neo-liberalism here as the rich grow richer and the poor grow poorer.

The main points of neo-liberalism include:

1. THE RULE OF THE MARKET. Liberating "free" enterprise or private enterprise from any bonds imposed by the government (the state) no matter how much social damage this causes. Greater openness to international trade and investment, as in NAFTA. Reduce wages by de-unionizing workers and eliminating workers' rights that had been won over many years of struggle. No more price controls. All in all, total freedom of movement for capital, goods and services. To convince us this is good for us, they say "an unregulated market is the best way to increase economic growth, which will ultimately benefit everyone." It's like Reagan's "supply-side" and "trickle-down" economics -- but somehow the wealth didn't trickle down very much.

2. CUTTING PUBLIC EXPENDITURE FOR SOCIAL SERVICES like education and health care. REDUCING THE SAFETY-NET FOR THE POOR, and even maintenance of roads, bridges, water supply -- again in the name of reducing government's role. Of course, they don't oppose government subsidies and tax benefits for business.

3. DEREGULATION. Reduce government regulation of everything that could diminsh profits, including protecting the environmentand safety on the job.

4. PRIVATIZATION. Sell state-owned enterprises, goods and services to private investors. This includes banks, key industries, railroads, toll highways, electricity, schools, hospitals and even fresh water. Although usually done in the name of greater efficiency, which is often needed, privatization has mainly had the effect of concentrating wealth even more in a few hands and making the public pay even more for its needs.

5. ELIMINATING THE CONCEPT OF "THE PUBLIC GOOD" or "COMMUNITY" and replacing it with "individual responsibility." Pressuring the poorest people in a society to find solutions to their lack of health care, education and social security all by themselves -- then blaming them, if they fail, as "lazy."


Around the world, neo-liberalism has been imposed by powerful financial institutions like the International Monetary Fund (IMF), the World Bank and the Inter-American Development Bank. It is raging all over Latin America. The first clear example of neo-liberalism at work came in Chile (with thanks to University of Chicago economist Milton Friedman), after the CIA-supported coup against the popularly elected Allende regime in 1973. Other countries followed, with some of the worst effects in Mexico where wages declined 40 to 50% in the first year of NAFTA while the cost of living rose by 80%. Over 20,000 small and medium businesses have failed and more than 1,000 state-owned enterprises have been privatized in Mexico. As one scholar said, "Neoliberalism means the neo-colonization of Latin America."

In the United States neo-liberalism is destroying welfare programs; attacking the rights of labor (including all immigrant workers); and cutbacking social programs. The Republican "Contract" on America is pure neo-liberalism. Its supporters are working hard to deny protection to children, youth, women, the planet itself -- and trying to trick us into acceptance by saying this will "get government off my back." The beneficiaries of neo-liberalism are a minority of the world's people. For the vast majority it brings even more suffering than before: suffering without the small, hard-won gains of the last 60 years, suffering without end.

Seeing how the People caught on to "Trickle Down" and "Supply Side" as the same scam, they figured out something new to occupy the media radar. So, on one side neo-liberalism and on the other neo-conservativism. As neither really is an extension of liberalism or conservatism, as previously defined by "freedom" and "tradition," they were punching up keywords deep within the psyche -- concepts previously having to do with economic justice now transformed into everything to do with economics for "just us."
