White House to order health care alternatives

The White House is finalizing an executive order that would expand health plans offered by associations to allow individuals to pool together and buy insurance outside their states, a unilateral move that follows failed efforts by Congress to overhaul the health care system.

President Donald Trump has long asserted that selling insurance across state lines would trigger competition that brings down premiums for people buying their own policies. Experts say that's not guaranteed, partly because health insurance reflects local medical costs, which vary widely around the country.

Moreover, White House actions may come too late to have much impact on premiums for 2018.

Trump was expected to sign the executive order this week, likely on Thursday, a senior administration official said Sunday.

Under the president's executive action, membership groups could sponsor insurance plans that cost less because — for example — they wouldn't have to offer the full menu of benefits required under the Affordable Care Act, also called "Obamacare." It's unclear how the White House plans to overcome opposition from state insurance regulators, who see that as an end-run to avoid standards.

Trump Loves Coal So Much It's Starting to Annoy the Oil and Gas Industry

Donald Trump's love for coal is hardly secret. As a candidate, he promised to make coal great again and end a supposed "war on coal" from Obama-era regulations that favored natural gas and renewables.

At first, electric utilities and the oil and gas industry were supportive, seeing the deregulation as an opportunity for them too.

But in recent weeks concern has grown that the Trump Administration may be going too far with two proposals: a rule propping up coal suggested by the Department of Energy last week and the proposal to repeal the Clean Power Plan without a replacement which leaked to press this week.

At the heart of the dispute is the reality that the Trump Administration can't simply bring back the coal industry by undoing regulations.

"The coal industry has been sick for awhile," says Brendan Collins, an environmental lawyer at the firm Ballard Spahr. "The thermal coal industry is much closer to needing Dr. Frankenstein's services than a general practitioner's services."

Trump pick no stranger to EPA air office

WASHINGTON — President Donald Trump's pick to head the EPA's air office is an experienced environmental lawyer who opposed calls to regulate carbon as a pollutant while formerly at the EPA and would have direct responsibility over a greenhouse-gas emissions program for automobiles if confirmed by the Senate.

Environmental groups and Senate Democrats are fighting William Wehrum's nomination to be assistant administrator of Air and Radiation, saying he undermined clean-air rules throughout his career and has represented big polluters in the coal, oil, gas and utility industries. Some automakers have been clients.

Environmentalists accuse Wehrum of discounting the health impacts of air pollution, ignoring scientific findings, distorting scientific analysis on toxic mercury emissions and substituting industry positions for the clear intent of Congress, noting that courts repeatedly blocked EPA actions for violating clean-air laws.

Wehrum "was largely responsible for the Bush EPA's record of violating the Clean Air Act more often, and allowing more illegal emissions of harmful air pollution, than any EPA administration before or since," John Walke, director of the National Resources Defense Council's climate and clean air program, said in a blog post.
