Governor Newsom signs bill on presidential tax returns

California's governor has signed a law requiring presidential candidates to release their tax returns before they can be listed on the state's primary ballot.

The measure signed Tuesday by Democratic Gov. Gavin Newsom is aimed at Republican President Donald Trump, who has refused to release his tax returns.

The law will likely face legal action and Trump could avoid the requirement by deciding not to compete in California's primary. The major 2020 Democratic candidates have already released their tax returns.

2. The legislature passed it once already and Jerry Brown vetoed it

I understand that there are worries, but it's good to try and let the courts decide.

5. Yes, I remember that.. and was

disappointed in his reasoning at the time. Something about a "..slippery slope.."

I could be wrong.

3. Hang on..gotta know Newsom already hears the beating of hooves to the courthouse..

Most likely legal action based on the constitutionality of ADDING requirements to appear on a state ballot..

https://www.politico.com/states/california/story/2019/07/30/californias-newsom-signs-bill-to-force-trump-tax-returns-1122154

In his signing message, Newsom wrote that in "extraordinary times," state officials "have a legal and moral duty to do everything in their power to ensure leaders seeking the highest offices meet minimal standards, and to restore public confidence."

"This law should be a national standard," Newsom wrote, underscoring his long-standing push to position California as a model for anti-Trumpism, a framing that has helped elevate Newsom to a national figure.

8. Question:

Does the new law allow the state's Rapepublicans to vote for him as a write-in candidate?

If it does, you can pretty much bet the state GOP will launch a write-in caampaign.

11. Exactly.

Even a well-run write-in campaign is unlikely to get even half the votes a candidate would get by his/her name actually being on the ballot.

And even many Orange County Repuclicans are pissed at Orangini for curtailing the mortage interest/property tax deductions - which can add up to real money in a county where it's hard to find anything for less than $500,000.

10. Constitutional scholar Lawrence Tribe thinks it will pass muster

The CA law applies only to candidates trying to get on the ballot for the primary. Under the California constitution, the state doesn't control access to the general election ballot.

Here's the law: http://leginfo.legislature.ca.gov/faces/billStatusClient.xhtml?bill_id=201920200SB27

The LA Times thinks it wouldn't apply to a write-in candidate. https://www.latimes.com/california/story/2019-07-30/trump-tax-returns-california-ballot-gavin-newsom-law
