The decision to launch a nuclear attack is too serious for a single person to make. The vice president should need to verify any such decision made by the president.

The President can order an attack, but there is a secondary confirmation rule as well. By the Sec of Defense.
And of course, if those actually DOING a launch thinks its crazy, they can refuse to follow an unlawful order
