They were not part of plot like Central Park in Love Story or the Robin Williams film (don't recall name and too lazy to look it up.)

I always notice too. It certainly sets the time frame for when it was filmed (basically anything filmed in NYC between 1975 and 2000). Barney Miller was one of the first to have them in their show's opening/closing.
