Why are Epoch Times pro-Trump ads allowed on YouTube

I was looking for advice on YouTube for putting down pacing stones and the very nasty pro-Trump video popped up. The video was crafted to look like a legitimate news report but was pure Trump propaganda.

Given the Epoch Times is run by a foreign Chinese religious group (Falun Gong), why are these political ads allowed on Google owned YouTube?
