I think all they would be doing is legitimizing what they have already been doing for years.

My phone has been tapped for years, just because my brother does secret high tech stuff for a branch of the Defense Department. Big deal, let 'em. As long as they don't bill me for translations, I don't much care. It's supposedly to make sure no one can blackmail him into betraying his security clearance through outside pressure on me or my family. So far, it appears I'm still below Putin's radar.
