Fib about. Each PARTY, that is, both the Democratic and Republican Parties, are supposed to have personnel at each polling place to oversee the handling of the ballot distribution and collection. The poll workers DO NOT count the vote, though they do tally up how many people voted, based on the number of ballots turned in and accepted. These days I imagine that they use machines to count the votes, jsut as they do here in California.
Both Clinton and Bernie Sanders are Democrats - so why would there be a personnel problem?
Here in counties in California, we don't need Sanders personnel specifically to be in charge of the vote count. That is the Registrar of Voters job. Since oversight is needed, the Party provides personnel to handle that oversight in the form of polling place workers. Those workers here in California are assigned to each polling place and there are usually two election Democratic Party workers for each polling place.
There are also two Republican polling workers at each site.
To be a polling place worker, you sign up. The County Registrar of Voters office personnel selects a group of those who sign up, based on the Party they belong to but there is no consideration at all for whether that Democratic registered voter is a Bernie Supporter or a Clinton Supporter. Meanwhile they are also making sure that there are two Republican registered voters to be election place workers, as well.
I can't imagine that Puerto Rico is much different than the above.
And I assume they have a Registrar of Voters for each province or county in Puerto Rico also. (It is possible that the position is called something else.)
I am sure there were more than enough Democratic voters registered and willing to "volunteer" for the day. Although it is not really "volunteering, as you do get paid. Again the poll workers did not need to be Sanders people or Clinton people or a mixture - all they needed to be was Democratic Party registered voters.
