Though Colorado bars the Sec. of State from being the "highest ranking campaign official."

..no freedom of speech violation there...this notion is similar

It's a club the secretary of state belongs to, making an internal administrative decision.

I suppose there could be a party rule against it, but I can't think of a good reason why we should pass that.
