I don't have stats on party affiliation breakdown, but here's some overall totals.
There are about 300,000 registered voters in Lake in 2008. Lake traditionally has very high voter turnout (51% primary 2008). About 25% African American.
Marion County (Indianapolis) has about 700,000 registered voters in 2008. Turnout there appears to be lower than Lake (37% primary 2008). About 28% African American.
