President Carter did manage to negotiate a peace treaty between Israel and Eqypt (Menachem Begin and Anwar Sadat) and President Clinton attempted to continue Carter's peacemaking efforts, but Israeli Prime Minister Ehud Barak and PLO President Yasser Arafat never came to an agreement - for which Clinton blamed Arafat. And President George W. Bush* became the first U.S. president since the 1948 founding of Israel to make no attempt to address the Middle East situation.
