While unwilling to push further with Reconstruction, however, party leaders remained committed to what had been accomplished. Alarmed by the overthrow of Republican rule in the border states and the apparent fragility of Reconstruction regimes farther south, and aware that the normal ebb and flow of the political tide would eventually bring Democrats to power, at least for a time, in most Southern states, Congress searched for additional ways to ensure that states could not in the future erode blacks' civil and political rights. When Virginia, Mississippi, and Texas finally approved their Reconstruction constitutions, Congress in early 1870 added new requirements to the process of restoration, barring all future amendments that abridged the right to vote and hold office or denied citizens access to an education.
