According to Congress's Joint Committee on Taxation, corporate tax breaks in the 1995 fiscal year might reach 60 billion. Ralph Nader's group, Public Citizen, estimates corporate welfare as more than $167 billion. Conservative columnist Kevin Phillips claims that tax breaks to the wealthy and to corporations have "become the third-fastest-growing part of the federal budget" and will exceed $4 trillion over the next seven years. As Michael Wines of The New York Times states, ". . . the same Congress that believes welfare saps the spirit and dulls the will of people seems to have concluded that business cannot compete without it."
