Chromebook HP won't allow me to log in

AAAARRRRGGGG, I'm at a loss I emptied the cache and restarted the darn thing and I don't know what to do next.

when I try to log into anything the screen to sign in pops up and disappears before I can do anything.

A Chromebook reset is relatively painless. All of your Google settings should restore.
