2017 AL US Senate Election- Is Roy Moore-R slandering military voters?

Roy Moore-R has refused to concede to Doug Jones-D claiming that the oversea military ballots have yet to be counted. Does Roy Moore-R actually believe people who serve in the military will overwhelmingly vote for any Republican even a bad candidate like Roy Moore-R
