This is one of many cabinet members forced out in recent months.

"Allan, a former scrap metal dealer from northeast Pennsylvania with no public land management experience, was named as DCNR secretary shortly after Corbett took office in Jan. 2011."
A number of environmental groups are happy to see him go. He has been criticized recently for the way he has handled fracking in PA. state forests.

I would add it's getting a little late in the game for anyone with a secure job to leave it to serve in the death throes of Corbett's single term.
Death throes: the process of dying or ending in a very painful or unpleasant way: Mercutio, fatally stabbed, staggers round the stage in his death throes. The government was in its death throes.
