Gov. Andrew Cuomo says he remains concerned of the potential pitfalls of a program that would legalize medical marijuana as negotiations continue on the legislation.
At a news conference with legislative leaders to unveil an agreement on heroin abuse legislation, Cuomo said he was worried of the downside of a program not implemented properly.
There are some situations where theres very high upside and very high downside, Cuomo said. :Medical marijuana when you do it right you can help people who are in terrible, desperate situations.
But he added creating a broad system could lead to unforeseen consequences.

Assembly Speaker Sheldon Silver believes Gov. Andrew Cuomo has raised legitimate issues with medicinal marijuana legalization and added negotiations continue in good faith.
I think hes negotiating in good faith, Silver said in an interview. I have no doubt about it. His concerns are legitimate concerns. They may not be shared by others, but they are legitimate concerns.
Cuomo remains opposed to the Compassionate Care Act as its written now. The governor sought changes to the legislation that ultimately led to lawmakers amending the bill so more power is given to the Health Department to oversee a program as well as a ban on smoking medical pot in public.
